Sean holds a B.S. degree from the University of Wisconsin – Oshkosh, a Post-Baccalaureate Certificate in GIS for Penn State University, and an M.A. from the University of North Carolina – Greensboro. His areas of expertise are Geographic Information Systems, Cartography, Project Management and Statistics.
Sean held senior project management positions with NewCom for almost a decade, serving large and small clients, and supporting other critical roles with other projects within the company. His breath of experience spans GIS data aggregation and setup, network design, construction plan standardization and staff training. He has also managed permitting for several projects. Sean has experience in creating and implementing training material both within and outside the GIS field.
Siva has lead the past designs of NewCom’s SeeCity, Smart Meter Upgrade Management tool, and the Voyager Android Data Collection tool (which integrates any field collection data into various OSP design/management GIS platforms and plant management software). He has extensive experience in development of Geographic Information Systems for management of utilities and services. Including software development to integrate data across various plant management systems.
In addition, he has a Masters in GIS from Western Michigan University, B.S. in Mathematics, Post-graduate Diploma in Computer Science from University Malaya (top university in Malaysia), and has published an article in a peer-reviewed GIScience and Remote Sensing journal outlining a method to potentially retrieve imagery using Content-based Image Retrieval from a large spatial database.
Justin has a decade of experience engineering FTTP, FTTH, and FTTT projects throughout the United States. Specific long-term projects include an internationally known FTTH provider, IMU Fiber (Indianola, Iowa), and Opticaltel (Florida). Since the start of the project in 2018 through today, he engineered and managed the fiber build-out for a world-wide service rovider in the Des Moines metro area.
Along with his engineering experience, Quinn is proficient in multiple GIS platforms and fiber management software. He specializes in fiber connectivity and quality control of the network designs. Quinn holds a B.S. in Geography from the University of Minnesota.
Chase supports NewCom’s GIS services and started as a GIS analyst company for more than 10 years. Chase graduated from the University of Iowa with a B.S. in Geography.
He has extensive experience with the utilization of Geographic Information Systems for telecom and other utilities. He specializes in the deployment and administration of ArcGIS Enterprise Server systems and ArcGIS Online – both in-house and as a service for clients. He also works with clients to provide custom applications and solutions development as well as end user support.
John Wilkins has designed more than 60,000 miles of broadband including 25,000 of FTTX in the U.S. and Canada, and is a member of the Society of Cable Telecommunications Engineers.
Wilkins is currently NewCom’s master designer with expertise in design computational software as well as enterprise-wide network documentation software.
Wilkins was formerly Senior Manager, OSP and Director of Network Design, McLeodUSA; Corporate Network Design Manager, New Heritage Associates; Corporate Network Design Manager, Heritage Communications.
Jim founded NewCom in 1995 to assist telecommunications operators engineer, design, maintain, and manage their OSP using dynamic GIS technology for efficient plant design and data integration.
Jim has developed and managed programs for technology integration, engineering compliance, and quality measures for all NewCom produced work.
Jim worked in broadband operations from 1976 to 1995, which included technology evaluation and deployment, compliance with governmental technical regulations, system operation and maintenance, and due diligence for M&A.
As Vice President of Engineering and Operations, Heritage Communications in Des Moines, he was responsible for the technology advancement, architecture, construction, and operations of 20,000 miles of outside plant and 200-plus head-ends, which served more than 1 million cable television subscribers in 27 states.
Jim has an advanced electrical engineering degree from the University of New Haven. Nationally recognized for his expertise within telecommunications the industry, he was a Charter Member of CableLabs and is a Senior Member for the Society of Cable Telecommunications Engineers.
